On August 29-31, first the EU’s defense ministers and then the bloc’s foreign ministers will meet in the Spanish city of Toledo for informal talks. These types of gatherings — referred to in EU parlance as “Gymnich” after a German castle where the first such meeting took place — happen twice a year, typically in January and after the summer break at the end of August.
